1. Program Definition and Services Provided
Adaptive equipment, referred to as assistive technology or specialized equipment in Minnesota, includes devices, controls, medical appliances, or supplies that improve the functional capabilities of individuals with disabilities. These items are specified in a person’s support plan and can include items such as mobility devices (e.g., wheelchairs), communication aids, environmental controls, and customized orthotic appliances. Services provided under this program include:
- Evaluation of assistive technology needs
- Acquisition (purchase, lease) of devices
- Customization, fitting, repair, and replacement of equipment
- Training for individuals and professionals on the use of devices
2. Regulations
The provision of adaptive equipment is governed by:
- Minnesota Statutes Chapter 256B, subdivision 31 (Medical supplies and equipment)
- Minnesota Rules 9505.0310, which defines medical supplies and equipment
- Waiver programs such as Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI), Developmental Disabilities (DD), and Elderly Waiver (EW)
3. Licensing or Certification
Providers offering adaptive equipment must enroll with Minnesota Health Care Programs (MHCP) as durable medical equipment suppliers. Accreditation may be required for certain services, such as Medicare-related billing
4. Responsible State Agency
The Minnesota Department of Human Services (DHS) oversees adaptive equipment services under waiver programs and MHCP enrollment. Specific medical authorizations may also involve the Authorization Medical Review Agent
5. Application Process
Providers must enroll with MHCP to offer adaptive equipment services. The application can be completed online via the Minnesota Provider Screening and Enrollment (MPSE) Portal or by faxing required documents to the Provider Eligibility and Compliance unit
6. Required Documentation
The following documents are required for MHCP enrollment:
- Completed enrollment application
- Proof of business registration (e.g., articles of incorporation, EIN)
- Accreditation certificates if applicable
- Proof of liability insurance
- Background study for staff involved in direct-contact services
- Documentation of medical necessity for specific items when required
7. Timeline for Approval
The enrollment process typically takes up to 30 days after submission of a complete application. If additional information is needed, DHS will send a request via mail or the MN–ITS porta
8. Pre-Application Process
There is no formal pre-license application process for adaptive equipment providers. However, providers should ensure they meet all MHCP requirements before submitting their application
9. Pre-Application Training
No mandatory pre-application training is specified for adaptive equipment providers. However, providers must be familiar with MHCP policies on durable medical equipment and waiver-specific requirements
10. Additional Notes
Providers must maintain an adequate inventory for timely repairs and replacements.
Loaner devices may be required when repairing customized equipment.
Authorization requests are necessary for items exceeding $400 or those requiring prior approval under MHCP guidelines.
Providers must adhere to waiver-specific requirements for covered services under BI, CAC, CADI, DD, and EW plans
