Guide to Becoming a Transition Services Provider in Nebraska

1. Define the Program or Service

Transition Services in Nebraska are designed to assist students with developmental disabilities in preparing for post-secondary life. These services include a coordinated set of activities aimed at promoting movement from school to post-school activities such as post-secondary education, vocational training, integrated employment, continuing and adult education, adult services, independent living, and community participation

2. Regulations Governing the Program

The program is governed by:

  • Nebraska Revised Statutes §83-1225, which mandates that each school district provide transition services for students with developmental disabilities starting at age
  • Individuals with Disabilities Education Act (IDEA), which requires transition planning as part of the Individualized Education Program (IEP) process.
  • Workforce Innovation and Opportunity Act (WIOA), which supports transition services through Nebraska Vocational Rehabilitation (VR)

3. Licensing or Certification Requirements

To provide Transition Services, providers typically need to be contracted with school districts or have agreements with organizations like the Autism Center of Nebraska. There is no specific state license required for transition services; however, providers must comply with all applicable regulations and standards.

4. Responsible State Agency

The Nebraska Department of Education (NDE) and local school districts are primarily responsible for overseeing transition services for students. Nebraska Vocational Rehabilitation (VR) also plays a crucial role in providing pre-employment transition services.

5. Application Process

The application process typically involves contracting with local school districts or partnering with organizations that specialize in transition services. There is no centralized online application platform for becoming a transition services provider; instead, providers work directly with schools or organizations.

6. Required Documentation

Providers must have:

  • A contract or agreement with a school district or relevant organization.
  • Proof of compliance with all applicable state and federal regulations.
  • Documentation showing adherence to standards as described in the Individualized Education Plan (IEP) for each student.
  • Proof of staff qualifications and training plans.

7. Timeline for Approval

The timeline for approval can vary based on the specific arrangements with school districts or organizations. Providers typically need to demonstrate readiness to meet the individual needs of students as outlined in their IEPs.

8. Pre-Application Process

There is no formal pre-application process; however, providers should ensure they meet all operational standards and have necessary documentation ready before entering into contracts or agreements.

9. Pre-Application Training

While specific pre-application training is not mandated, providers must comply with all applicable regulations and standards. Training may include understanding transition planning, IEP implementation, and specialized support services.

10. Additional Notes

  • Transition services are highly individualized and require collaboration between the student, family, school staff, and sometimes external providers.
  • Nebraska VR offers pre-employment transition services to students aged 14-21, which include job exploration, work readiness training, and post-secondary education counseling
