1. Program Definition and Services

Supported Employment Services assist adults with intellectual and developmental disabilities in finding and maintaining competitive employment in integrated work settings. Services include:

  • Job development and placement
  • On-site job coaching
  • Training in adaptive functional skills
  • Social skills training
  • Ongoing support to ensure job retention

2. Regulations

The primary regulations governing Supported Employment Services in California are:

  • California Code of Regulations, Title 9, Section 7028.1
  • California Welfare and Institutions Code, Section 4851

3. Licensing or Certification

No specific license is required, but providers must be endorsed by a regional center or approved by the Department of Rehabilitation (DOR).

4. Responsible State Agency

The California Department of Developmental Services (DDS) and the Department of Rehabilitation (DOR) are jointly responsible for overseeing Supported Employment Services.

5. Application Process

Providers must apply to become vendors with regional centers or approved service providers with DOR. The process typically involves submitting a program design and meeting venomization requirements.

6. Required Documentation

Required documentation includes:

  • Completed venomization application
  • Program design detailing service delivery methods
  • Staff qualifications and training records
  • Proof of compliance with HCBS Final Rule requirements

7. Timeline for Approval

The exact timeline for approval is not specified. However, providers should expect the process to take several weeks to months, depending on the completeness of the application and current workload of the responsible agencies.

8. Pre-Application Process

Prospective providers should review the HCBS Final Rule requirements and ensure their proposed program aligns with these standards before applying.

9. Pre-Application Training

While specific pre-application training is not mentioned, providers must ensure staff are trained in job coaching, job development, and other relevant skills.

10. Additional Notes

  • Supported Employment Services must be provided in integrated work settings with competitive wages.
  • Services are typically limited to 24 months through DOR, after which individuals transition to extended services.
  • Providers must focus on person-centered planning and individualized support to meet each client's unique needs and goals.
  • As of February 2025, recent updates to regulations emphasize customized employment options and ongoing support services for individuals with the most significant disabilities.
