1. Program Definition and Services

Supported Employment Services in Pennsylvania assist individuals with intellectual disabilities or autism in securing and maintaining competitive integrated employment. Services include:

2. Regulations

Providers must comply with 55 Pa. Code Chapter 6100 (Support for Individuals with an Intellectual Disability or Autism) and the Commonwealth's Employment First Act (Act 36 of 2018).

 

3. Licensing or Certification

No physical facility license is required. Instead, agencies must secure state Provider Qualification Approval. Additionally, all active job coaches must hold a national certification, such as the Association of Community Rehabilitation Educators (ACRE) certificate or the Certified Employment Support Professional (CESP) credential.

 

4. Responsible State Agency

The Department of Human Services (DHS) Office of Developmental Programs (ODP) manages waiver qualification and quality monitoring. Agencies also frequently coordinate with the Office of Vocational Rehabilitation (OVR) for short-term career entry tracks.

 

5. Application Process

Complete the mandatory ODP Provider Applicant Orientation via the MyODP portal.Submit a qualification profile through the Home and Community Services Information System (HCSIS) for local Administrative Entity (AE) review. Once qualified by the AE, complete enrollment within the state's electronic PROMISe™ Medicaid Portal under Provider Type 51 (Home and Community Habilitation).

7. Timeline for Approval

Completing the mandatory orientation, navigating the county-level AE review process, and waiting for the final PROMISe™ software system deployment takes an average of 3 to 5 months.

 

8. Pre-Application Process

Before submitting files through HCSIS, form your corporate structure with the Department of State, obtain an EIN from the IRS, set up an administrative workspace, and register for an organizational Type 2 NPI.

 

9. Pre-Application Training

Agency executives must finish the ODP orientation modules prior to portal validation. Any job coaching staff lacking independent ACRE or CESP certification must obtain it within 9 months of their hire date. All personnel must clear PA State Police, FBI fingerprint, and Child Abuse background screenings.

 

10. Additional Notes

  • Becoming an approved provider does not guarantee client referrals; agencies must actively network with local Supports Coordination Organizations (SCOs) and OVR counselors
  • Supported Employment services are uniquely excluded from the standard annual spending limits under the Person/Family Directed Support (P/FDS) waiver, allowing an extra $15,000 allowance for employment programs
  • Shift notes and exact interaction timestamps must be recorded carefully to pass randomized state billing audits
